Announcement - End of Pilot

The Learning Agreement will stop on 31 March 2009, with a run down period to 31 July 2009.
Young people and their employers can continue to be signed to the Learning Agreement but all training, apart
from Apprenticeships must complete by 31 July 2009. (The LSC have agreed to continue to fund LAP Apprenticeships as long as the young person is signed up by 31 March).
Pre-completion interviews must be carried out by 12 June 2009 and all employer and employee bonuses must be processed for payment by 17 June 2009. Pre completion interviews should be completed as soon as possible to minimise the administrative workload at GMRB. Pre-completion interviews need to be carried out for all those young people whose course completes after the end of the pilot or between 12 June and 31 July. LAP Teams should begin to identify these young people and ensure the pre-completion interviews are staggered; thereby ensuring completion bonuses don’t all require processing on 17 June.

From 13 October we will be running a Greater Manchester external advertising/awareness raising campaign for the Learning Agreement. 2 designs have been agreed; one targets employers and the other targets young people. These will be displayed on the insides of the buses and on the outside (street level and rears). We will also be having a poster in 30 railway stations across the Greater Manchester area, and from 27 October the displays will be inside trams.
Alongside this, we have agreed to run a 4-week air campaign with Galaxy radio. 3 scripts have been written. The adverts will be heard 58 times per week.
From 20 October the Refer a Friend scheme will start. This is for those young people who are currently signed to the Learning Agreement, or who have completed. They will be rewarded with £20 of High-Street vouchers if they refer a friend who successfully signs-up to the Learning Agreement. Each area will send out a specially designed postcard encouraging them to text their name and postcode.

New Employer Completion Bonus Procedure

New Marketing Materials

The new marketing materials are now available to download. An updated version of the LA Handbook has been uploaded and is available in the reference materials section.

Employer Wage Compensation Ending
01/04/08
From the 1st April we will not be offering wage compensation to employers, however they are still entitled to the £250 completion bonus. All previous claims for wage compensation will be paid, but they must be submitted by the end of June 2008, any claims received after this date will not be paid.
- A new Learning Agreement Record is available on the website, LA Advisers should use this from 1st April.
- A new set of marketing materials are being worked on and will be available by the end of the month.

Learning Agreement Pilot Extended

Government Ministers have decided to extend the Learning Agreement pilot to March 2009, although the financial incentives on offer in Greater Manchester have altered. From April 2008, we will no longer be offering wage compensation to employers, however employers can still came a bonus of £250 if the young person successfully completes their Learning Agreement. We are also now have the flexibility to offer young people 2 milestone payments, although the total financial package is still £250.

The Central LA Team is paying for a stand at the Skills NW event in November (13th - 15th, at Manchester Central). The event is open from 09:30 - 3:30 so I am looking for people to staff our stand for half a day (09:00 - 12:30, or 12:00 - 3:30) or a full day (09:00 - 3:30). If you would be willing to help or assist with the planning of the event please let me know 31st October.

Training Course

Greater Manchester LSC and GMRB are running a new training course - entitled 'Managing the Customer' for all staff in Greater Manchester who help to deliver the LAP. The course has been developed specifically for the GM Learning Agreement and will allow delegates to explore and understand the different perspectives of all the stakeholder groups in GM and how their various dynamics impact on the process of meeting the needs of the young person and employer.

Workshops
11/10/07
GM LSC and GMRB are holding a series of workshops (to be held in each of the 10 boroughs of Greater Manchester) during the weeks commencing Monday 26 November and Monday 3 December. Invites have already been issued and the meetings are being scheduled. These workshops are to allow stakeholders from across each area to meet and discuss ways forward. It is hoped that each workshop will produce a locally developed action plan which will encourage more closer working.

Best Practice Event

In May two 2-day Process Improvement Workshops were held for stakeholders of the Greater Manchester Pilot. Both events were well attended and prompted some useful discussion. The events enabled people to raise and discuss their concerns and for solutions to be identified. Each workshop produced an action plan and the Central Team along with the LSC are reviewing the main points.
Following on from these workshops it is hoped that a series of local events w ill be held later in the year that will bring together stakeholders across the individual Local Authority areas to improve any remaining delivery issues. More information will be available in the coming months.

Best Practice Event

In January 2007 a Best Practice event was held at Lancashire County Cricket club. It brought together Connexions Learning Agreement advisers, training providers, colleges and LSC representatives.
